Laura is a senior associate specialising in resource management, environmental and public law issues.

Laura advises on a range of resource management, environmental, planning and public law issues. She provides strategic and legal advice on all aspects of the Resource Management Act and related legislation, helping her clients to obtain resource consents and designations, and participate in plan change processes.

Laura’s experience includes work on large-scale infrastructure projects, particularly in the transport and energy sector, environmental due diligence, and sensitive land assessments for Overseas Investment Office approval.

Transport
Advising Auckland Transport on the designations and resource consents required for the construction and operation of the City Rail Link.

Assisting Auckland Transport to obtain the designation for the upgrade of a $400 million 8.9 km arterial road between Redoubt Road in Manukau and Mill Road in Alfriston.

Ports
Advised Port Marlborough and KiwiRail on the significant Waitohi Picton Ferry Terminal upgrade project.

Advising CentrePort Properties on a range of matters relating to their port master planning and development, including its recovery from the Kaikoura Earthquake, and at hearings and mediation on the Greater Wellington Proposed Natural Resources Plan.

Advising Port Marlborough to obtain resource consents to expand New Zealand's second largest marina at Waikawa Bay.

Advising Hawke’s Bay Regional Investment Company on the consenting aspects of the planned initial public offering of Port Napier.

Energy and Transmission
Advising Transpower on the contentious application for resource consent to realign the Hairini – Mt Maunganui A (HAI-MTM A) 110kV transmission line which currently traverses the Maungatapu Peninsula, Rangataua Bay Estuary and Matapihi.

Representing Transpower and Nova Energy to obtain resource consent for a 360 megawatt gas turbine power plant near Otorohanga and an associated designation to connect to the National Grid.

Advising Waikato Raupatu Lands Trust on entering into a partnering arrangement with Island Green Power (UK) on a proposed solar farm at Rotowaro, on Waikato Tainui treaty settlement land.

Plan Change Processes
Advising clients, including Meridian Energy, Transpower New Zealand, Port Marlborough and CentrePort, to secure planning provisions through a number of district and regional plan change processes across New Zealand.

Assisting Kāinga Ora with the district planning component of its Eastern Porirua Development Project. The Project includes replacing older state homes, creating opportunities for home ownership through affordable homes and housing for sale on the open market.

Environmental Due Diligence and Overseas Investment Advice
Undertaking environmental due diligence for large scale corporate and property transactions, including advising on risk and liability associated with contamination and current and future activities on land.

Conducting sensitive land assessments for Overseas Investment Office approval.

Public Works Act matters
Advising clients on matters relating to land acquisition and disposal, and compensation under the Public Works Act, including representing clients before the Land Valuation Tribunal and High Court.
