Bell Gully report wraps up 2025 climate developments, looks ahead to 2026

Bell Gully has released the latest edition of its report The Big Picture: Climate Change, reviewing the key developments in New Zealand’s climate policy and framework throughout 2025.

Change gathered pace towards the end of the year, with the announcement of significant reform to the scope of the climate-related disclosures regime, proposed changes that impact on New Zealand’s Emissions Trading Scheme and the release of New Zealand’s first National Adaptation Framework.

Looking ahead, the report notes a key question will be how prominently climate change features in campaigning for the general election in 2026. That means a key challenge for business will be navigating uncertainty while responding to the changes already in motion.

Bell Gully partner Natasha Garvan, who leads the firm’s environment and planning practice, says it’s important for businesses to understand the impact of the climate change-related developments that my affect them.
