​​​​​​​​​​​​​​​​Hugh's practice focuses on infrastructure development and banking and finance. He has been closely involved in the introduction of public private partnership (PPP) procurement to New Zealand, and assisted the Treasury on its establishment of the New Zealand model PPP contract framework.

Hugh subsequently led the Bell Gully teams advising the Crown on the first eight New Zealand PPP projects, being the Auckland South Corrections Facility at Wiri, the Auckland Prison redevelopment, Waikeria Prison, the Transmission Gully and Pūhoi to Warkworth motorways, and three schools bundles. He has acted for sponsors and financiers on a range of electricity generation, oil and gas and water storage/irrigation projects, and for principals on vertical and horizontal construction projects.​
