​​​​​​​Andrew leads our national RM practice. He is consistently acknowledged as one of New Zealand's foremost resource management lawyers. He is regarded by his clients as a "very safe pair of hands", and is respected for his strategic approach and depth of knowledge.

Andrew has 25 years' experience advising on all aspects of the Resource Management Act. He has obtained approvals for many significant projects, including infrastructure, energy generation, retail, telecommunications, subdivisions, coastal and marine, land and other developments. He is regularly involved in plan changes and policy advice for developers and applicants, as well as assisting local authorities, regulatory bodies and objectors. He particularly enjoys working as part of a multidisciplinary project team, pulling together different and often complex workstreams to achieve a successful outcome.

Work highlights

City Rail Link Limited
Advising City Rail Link Limited (CRLL) on the designations and consenting process, regional consenting appeals and on a range of alterations to the designations for the City Rail Link (CRL). Andrew is also acting for CRLL on contentious aspects of PWA land acquisitions for the CRL project. This is New Zealand's largest single infrastructure project to date.

Supporting Growth
Working with Auckland Transport and the Waka Kotahi NZ Transport Agency (Waka Kotahi) on Te Tupu Ngātahi (the Supporting Growth Alliance), as part of the team delivering route protection of the transportation network required to service the next 30 years of Auckland's urban growth.
