Road and Rail
Our team has extensive experience working on major road and rail projects in New Zealand. We advise on all aspects of project development from legislation, strategy and finance to construction, procurement and environmental issues.

Our experts have New Zealand and international experience advising on topical issues like public private partnerships (PPPs), outsourcing and alliance contracting.

We are currently advising Auckland Transport on many New Zealand projects including the proposed Central Rail Link. The team continues to advise NZ Transport Agency on major state highways and roads which included the completion of Transmission Gully, the 26 km motorway in Wellington, utilising PPP model.

We have the strongest aviation practice in New Zealand. Our team represents national and international airlines, industry bodies and underwriters as well as having specialist expertise in aircraft financing and leasing, aviation competition, trade law issues, aviation insurance liability claims, emergency plans, and dispute resolution.

We advise on a wide range of litigation, including judicial review applications, cargo and personal injury liability claims, regulatory matters, prosecutions, disaster planning and dispute resolution.

Public transport

Auckland Transport City Rail Link project
​Advising on the designation and resource consents for the 3.5 km Central Rail Link that will link Auckland's Britomart station with Mt Eden station and create an inner-city rail link.

Advising on the construction of the first section of the City Rail Link under Downtown shopping centre as part of the redevelopment of that site.

Auckland Transport Penlink roading project
Advising Auckland Transport on the Penlink roading project. Penlink is a proposed road providing a link between State Highway 1 and the Whangaparaoa Peninsula, north of Auckland. Penlink provides an alternative to the existing Whangaparoa Road, which is subject to significant congestion. The original designation is already in place. The current application seeks to amend the designation and resource consents and also involves applications for some new resource consents. 

Auckland Transport Mill Road designation
Advising Auckland Transport on designation for the NZ$245 million upgrade of nearly 9 kms of road between Redoubt Road in Manukau and Mill Road in Alfriston. The proposed road will provide network security and resilience, as well as addressing the high crash record of the poor quality arterial road connection that exists.

Train procurement
Advised on the procurement of supply and maintenance contracts for electric multiple units (EMUs). This project was part of the work to electrify the Auckland rail network, which is the largest public transport project undertaken in Auckland, and included a new integrated ticketing system for Auckland.

Public Transport Operating Model (PTOM) advice
Advised on the procurement of operators for bus, ferry and rail public transport services under the Government's new PTOM framework. 

Provided initial advice to Canterbury Regional Council and Wellington Regional Council on the PTOM framework.

KiwiRail network access agreement
Advised on a long-term Auckland rail network access agreement with KiwiRail for public transport rail services.

KiwiRail and the Interislander
Advising on the proposed ferry terminal at Clifford Bay – a Restricted Coastal Activity.

State highways and roads 

NZ Transport Agency Transmission Gully
Advised on the procurement of a new Road of National Significance, the 26 km four-lane Transmission Gully Motorway in Wellington, utilising a PPP model. 

Public Works Act
Advised private landowners on compensation rights under the Public Works Act on other roading projects by public agencies. 

Advised on the objection notices issued under the Public Works Act on the proposed acquisition of 430 Mount Wellington Highway in Auckland for the Auckland Manukau Eastern Transport Initiative (AMETI).

Northside Drive East
Advised on and obtained a designation for the new section of road linking Northside Drive West and Trig Road over State Highway 16 in Auckland.

Waterview Connection
Advising Unitec on the designation for the Waterview Connection, namely the connection between State Highway 16 and 20 in Auckland – over half of the 5 km stretch of new motorway will be tunnelled.

Southern Gateway Consortium
Advising Soutern Gate Consortium on the private plan change application for the rezoning of 150 ha of rural land to business zoning, along with seeking an extension to the Metropolitan Urban Limits of Auckland.


Air New Zealand 
Advised Air New Zealand on aspects of its business from competition law to aircraft leasing.

Advised on the US EX-IM Bank financing structure for the lease of its new Boeing 777 aircraft. The first of four such transactions was completed in 2005 and became the first US EX-IM Bank financing undertaken by Air New Zealand since 1980, the first time EX-IM Bank had completed a transaction in NZ dollars and the first EX-IM Bank transaction involving two export credit agency sub-guarantees.

Aviation underwriters
Acted for underwriters in England, Australia and New Zealand on all aspects of aviation insurance, from major airlines to general aviation.

Royal New Zealand Air Force
Advised the Ministry of Defence on the modification programme for two Boeing 757 aircraft owned by the Crown and operated by the Royal New Zealand Air Force. We advised on contractual issues and assisted in negotiating contracts with aeroengineering companies in the US.


CentrePort Habour Quays
Advised CentrePort on resource management issues associated with port operation and CentrePort's Harbour Quays master planning and new office precinct development.

Port Marlborough marina expansion
Advised Port Marlborough on strategic consenting issues, including plan changes that would enable some expansion of the marina.

Tainui Holdings inland port
Advised Tainui Holdings on the proposed NZ$3 billion inland port at Ruakura in the Waikato region.
