Our multi-disciplinary national team offers an unmatched breadth and depth of experience. Leading specialists provide advice on all aspects of planning, procuring, contracting, managing and implementing major infrastructure projects.

The team, led by Hugh Kettle, are the undisputed leaders public private partnerships (PPPs). We developed the contractual models now u​sed in all New Zealand PPPs, shaping them for each unique set of procurement and contractual circumstances. Our team is the only firm to have advised, and​ to continue to advise, Government on all of its PPPs and our expertise and depth of experience is unrivalled by any other firm in the country.

We are lead advisors on the most prominent 'pathfinder' infrastructure projects in New Zealand, including the Milldale infrastructure financing project, Ruakura Inland Port, the AMETI Eastern Busway Stages 2-4 Alliance, the Supporting Growth Alliance, the Western Porirua public housing partnership, the City Rail Link and the Napier Port 6 Wharf IPO and development.​​​

Downtown Infrastructure Development Programme (DIDP)
Advising Auckland Transport on the Downtown Infrastructure Development Programme, a multi-stage contract procurement involving an ECI Agreement, Enabling Works Agreement and Main Works Contract. It is expected that the final capital value of the Main Works Contract will result in it being the highest value single infrastructure contract executed by AT.

AMETI Eastern Busway Alliance
Advising Auckland Transport on the on the procurement of the alliance, including preparation and negotiation of the IPAA and PAA, for the delivery of the AMETI Eastern Busway Programme. This comprises EB2, EB3 and potentially EB4, with an expected aggregate capital value of approximately NZ$600 million, which will see it overtake DIDP as the largest value capital works procurement undertaken by AT.

City Rail Link
The NZ$4.6 billion, 3.4km City Rail Link is New Zealand’s largest ever single civil construction project. We assisted with obtaining the original designations and resource consents, and continue to act on a range of alterations to the designations involving High Court and Court of Appeal proceedings and contentious aspects of land acquisitions for the City Rail Link. 

Auckland Transport and Waka Kotahi New Zealand Transport Agency
Advising Auckland Transport and Waka Kotahi New Zealand Transport Agency on Te Tupu Ngātahi, the Supporting Growth Alliance on route protection of the transportation network required to service the next 30 years of Auckland’s growth. 

KiwiRail and Port Marlborough Limited
Advising Port Marlborough and KiwiRail on the nationally-significant project to fully redevelop Port Picton to accommodate New Zealand’s future interisland freight and passenger services between the North and South Islands. 

Transpower New Zealand
Advising on a number of projects including on the National Grid upgrades from the Upper Clutha to Waitaki, and the High Court appeal from the Environment Court decision to grant resource consents to realign the Hairini – Mt Maunganui A (HAI-MTM A) 110kV transmission line.

Western Porirua public housing partnership
Advised Kāinga Ora – Homes and Communities and the Ministry of Housing and Urban Development on the successful western Porirua public housing partnership signed with Ngāti Toa.

Transport PPPs
Advised NZ Transport Agency on the procurement of the Transmission Gully and Pūhoi to Warkworth state highway projects, utilising the PPP model.

Ministry of Education Hobsonville Point Schools Project
Advised the Ministry of Education on the Hobsonville Point Schools Project – the first school built under a PPP model in New Zealand. The project was a milestone for the New Zealand market, and as the first of its kind in this jurisdiction it broke new ground in many respects, including the design of the procurement process and the use of the model contractual framework.

Ministry of Education PPP Schools Project 2
Appointed legal advisor to the Ministry of Education’s second schools PPP project - to design and build new schools in Auckland, Christchurch and Queenstown.

Department of Corrections Wiri Men’s prison project
Advised the Department of Corrections on the PPP at Wiri project which represented the first major central Government PPP in New Zealand. This project required the successful bidder to design, build, finance, maintain and operate a prison to accommodate 960 prisoners.

Crown Fibre Holdings ultra-fast broadband (UFB) initiative 
Advising Crown Fibre Holdings on the roll-out of the New Zealand Government’s ultra-fast broadband initiative. The UFB project is a complex, multi-faceted procurement culminating in a NZ$1.3 billion investment by central Government. Its scale (including the associated scale of civil works), complexity and high profile resulted in a number of our partners being part of the UFB project advisory team. Bell Gully is also advising on Phase Two of the UFB project that will see the telecommunications infrastructure deployed to 80% of the New Zealand population.

Tainui Group Holdings Ruakura inland port
Providing strategic and consenting advice on the proposed 300 ha inland port and commercial hub, valued at NZ$3 billion, to serve Auckland, Bay of Plenty and the Waikato.

Auckland Transport
Assisted Auckland Transport to obtain designations for a number of transport projects including Matakana Link Road, Mill Road, and Penlink.

Meridian Energy
Advising on its wind energy generation projects throughout New Zealand. Meridian is New Zealand's largest electricity (and wind energy) generator. 

Napier Port
Advised Napier Port on the construction contract arrangements for Wharf 6 in the context of its $234 million IPO and NZX listing.​
