​​​​​​​​​​​​​​​​​​Our Infrastructure P​rojects team draws together a national multi-disciplined team that offers an unmatched breadth and depth of experience. Leading specialists provide advice on all aspects of planning, documenting, project managing and implementing major infrastructure projects.

Public private partnerships (PPPs) remain a key focus of work the infrastructure projects team who continue to be the undisputed leaders in this area. We have developed the contractual models now used in all New Zealand PPPs, shaping them for each unique set of procurement and contractual circumstances. Our team is the only firm to have advised Government on all of its PPPs. Our expertise and depth of experience is unrivalled by any other firm in the country.

We are currently advising the Department of Corrections on its PPP involving the rebuilding of the secure wing of Auckland Prison at Paremoremo, and the Ministry of Education on its PPP project to build four new schools – the second schools PPP which Bell Gully has contributed to. Last year the team completed work for the NZ Transport Agency on its Transmission Gully PPP. This project was a pathfinder project in New Zealand, as it is the first PPP project in the country that relates to a roading infrastructure.

The team has advised Auckland Transport on a wide range of strategic transport planning initiatives including the City Rail Link (CRL) project, currently the biggest project for New Zealand’s largest city. This proposed rail network will link Britomart with Mt Eden station and create an inner-city rail link.​

Western Porirua public housing partnership​
Advised Kāinga Ora – Homes and Communities and the Ministry of Housing and Urban Development on the successful western Porirua public housing partnership signed with Ngāti Toa.​

Transport PPPs

Advised NZ Transport Agency on the procurement of the Transmission Gully and Pūhoi to Warkworth state highway projects, utilising the PPP model.

Ministry of Education Hobsonville Point Schools Project
Advised the Ministry of Education on the Hobsonville Point Schools Project – the first school built under a PPP model in New Zealand. The project was a milestone for the New Zealand market, and as the first of its kind in this jurisdiction it broke new ground in many respects, including the design of the procurement process and the use of the model contractual framework.

Appointed legal advisor to the Ministry of Education’s second schools PPP project - to design and build new schools in Auckland, Christchurch and Queenstown.

Department of Corrections Wiri Men’s prison project
Advised the Department of Corrections on the PPP at Wiri project which represented the first major central Government PPP in New Zealand. This project required the successful bidder to design, build, finance, maintain and operate a prison to accommodate 960 prisoners.

Auckland Transport rail projects
Advised Auckland Transport on the designation for the NZ$4.4 billion​, 3.5 km Central Rail Link that will link Britomart with Mt Eden station and create an inner-city rail link.

Advising Auckland Transport on the City Rail Link project. CRL will comprise an underground rail tunnel linking Britomart (Auckland’s city rail terminus) with Mt Eden station and create three new rail stations along the route. It is the first project of its kind in New Zealand. We have assisted in putting together the project team and scope of works, reviewing reports, finalising applications for designations and resource consents and appearing as Counsel at both Council level and Environment Court hearings. We also advised Auckland Transport and Auckland Council on the development agreement with Precinct Properties for the redevelopment of the Downtown shopping centre with design and construction of the section of the CRL under the site, together with development of Queen Elizabeth Square. This was pivotal to the CRL project.

Advising on the comprehensive long-term Auckland rail network access agreement with KiwiRail for public transport rail service. This agreement was the first of its kind in New Zealand

Advising on the joint Auckland Transport/KiwiRail procurement of Electric multiple units (EMUs) supply and maintenance contract. This project is part of the work to electrify the Auckland rail network, which is the largest public transport project that has been undertaken in Auckland.

Crown Fibre Holdings ultra-fast broadband (UFB) initiative 
Advising Crown Fibre Holdings on the roll-out of the New Zealand Government’s ultra-fast broadband initiative. The UFB project is a complex, multi-faceted procurement culminating in a NZ$1.3 billion investment by central Government. Its scale (including the associated scale of civil works), complexity and high profile resulted in a number of our partners being part of the UFB project advisory team. Bell Gully is also advising on Phase Two of the UFB project that will see the telecommunications infrastructure deployed to 80% of the New Zealand population.

Tainui Group Holdings Ruakura inland port
Providing strategic and consenting advice on the proposed 300 ha inland port and commercial hub, valued at NZ$3 billion, to serve Auckland, Bay of Plenty and the Waikato.​

Hawke's Bay Regional Investment Company Ruataniwha Dam 
Advised Hawke's Bay Regional Investment Company on its (now terminated) Ruataniwha Dam - a proposed large water storage and distribution facility in the Hawke's Bay region.​​

Southern Gateway Consortium rezoning
Advising the Southern Gateway Consortium on a proposal to rezone 150 ha of land in Manukau, valued at NZ$500 million, into two business zones.​

NZ Transport Agency Waikato Expressway
Advising two separate private landowners on their negotiations with NZ Transport Agency for compulsory acquisition of land for the Waikato Expressway under the Public Works Act. 

Establishment of Wynyard Quarter
Advised Auckland Regional Holdings (a predecessor organisation to Auckland Council) on the establishment of Wynyard Quarter on Auckland's waterfront.​
