Advised the NZ Transport Agency on the procurement of a new Road of National Significance, being the 26 km four-lane Transmission Gully Motorway in Wellington, using a PPP model.
Ministry of Education Hobsonville Point Schools Project
Advised the Ministry of Education on the Hobsonville Point Schools Project – the first school built under a PPP model in New Zealand. The project was a milestone for the New Zealand market, and as the first of its kind in this jurisdiction it broke new ground in many respects, including the design of the procurement process and the use of the model contractual framework.

Department of Corrections Wiri Men’s prison project
Advised the Department of Corrections on the PPP at Wiri project which represented the first major central Government PPP in New Zealand. This project required the successful bidder to design, build, finance, maintain and operate a prison to accommodate 960 prisoners.

Auckland Transport rail projects
Advised Auckland Transport on the designation for the NZ$2.86 billion, 3.5 km Central Rail Link that will link Britomart with Mt Eden station and create an inner-city rail link.
Advising Auckland Transport on the City Rail Link project. CRL will comprise an underground rail tunnel linking Britomart (Auckland’s city rail terminus) with Mt Eden station and create three new rail stations along the route. It is the first project of its kind in New Zealand. We have assisted in putting together the project team and scope of works, reviewing reports, finalising applications for designations and resource consents and appearing as Counsel at both Council level and Environment Court hearings. We also advised Auckland Transport and Auckland Council on the development agreement with Precinct Properties for the redevelopment of the Downtown shopping centre with design and construction of the section of the CRL under the site, together with development of Queen Elizabeth Square. This was pivotal to the CRL project.
Advising on the comprehensive long-term Auckland rail network access agreement with KiwiRail for public transport rail service. This agreement was the first of its kind in New Zealand
Advising on the joint Auckland Transport/KiwiRail procurement of Electric multiple units (EMUs) supply and maintenance contract. This project is part of the work to electrify the Auckland rail network, which is the largest public transport project that has been undertaken in Auckland.
Crown Fibre Holdings ultra-fast broadband (UFB) initiative
Advising Crown Fibre Holdings on the roll-out of the New Zealand Government’s ultra-fast broadband initiative. The UFB project is a complex, multi-faceted procurement culminating in a NZ$1.3 billion investment by central Government. Its scale (including the associated scale of civil works), complexity and high profile resulted in a number of our partners being part of the UFB project advisory team. Bell Gully is also advising on Phase Two of the UFB project that will see the telecommunications infrastructure deployed to 80% of the New Zealand population.
Christchurch Integrated Government Accommodation Project
Advising the New Zealand Government’s Property Management Centre of Expertise on the Christchurch Integrated Government Accommodation Project (CIGA Project) that is relocating 20 government departments back into the Christchurch CBD after the 2011 earthquakes.
Riccarton Racecourse redevelopment
Advising Ngāi Tahu Property on the extensive redevelopment of the Riccarton Racecourse, located in central Christchurch, as part of the city’s rebuild following the earthquakes in 2010/11.
Tainui Group Holdings Ruakura inland port
Providing strategic and consenting advice on the proposed 300 ha inland port and commercial hub, valued at NZ$3 billion, to serve Auckland, Bay of Plenty and the Waikato.
Government Accommodation Project (WAP 2) for Precinct Properties
The Government Accommodation project is the largest Government tenant-driven development and leasing project to take place in Wellington. Advised Precinct Properties on its leasing and development proposal to the New Zealand Government for WAP 2.

Advising the Southern Gateway Consortium on a proposal to rezone 150 ha of land in Manukau, valued at NZ$500 million, into two business zones.
