The Government's announcements today on the proposed RMA reforms are a good start to amending the legislation to ensure that it does not unduly constrain development and to improve its efficiency, say Bell Gully's Resource Management experts.
However, the proposed reforms are still only "tweaks" to the existing system rather than wholesale changes and decisions on the tough issues are yet to come. What will the proposed new Environmental Protection Authority look like and how will it work? Given the value placed on the scope of the definition of "environment" by supporters of the Act as the foundation for promoting sustainable development, are we ready to go beyond the rhetoric?
Bell Gully's Resource Management team made submissions to the Government's Technical Advisory Group on the scope for changes for this first round, a number of which have been taken on board. We will be fully evaluating the implications of the amendments and commenting in more detail shortly.
