Karl is a commercial lawyer with extensive experience in procurement and technology projects.

Karl advises public sector entities on their individual and collective procurement activities, including syndicated and all of Government contracts, RFP and other procurement processes and project governance. He also advises public and private sector clients on contracts for the development, licensing, deployment and support of intellectual property, information technology and telecommunications products and services.

Karl joined Bell Gully from financial services firm Morgan Stanley in London, where he worked in a trans-Atlantic team with several other investment bankers to build a trade finance business.  He also worked in London as a senior associate at Simmons & Simmons advising on telecommunications and business process outsourcing, and at Olswang, a specialist media and technology practice. Prior to his London experience Karl worked for another leading New Zealand law firm.

Advised REANNZ on its procurement of an anchor tenancy on the international submarine fibre cable network to be built by Pacific Fibre.  REANNZ is a Crown-owned, Public Finance Act Schedule 4 company.

Ultra-Fast Broadband
Advised Crown Fibre Holdings Limited, a Government owned investment vehicle, on partnering arrangements for New Zealand’s ultra-fast broadband initiative, involving supporting negotiations with Telecom on the design, build, operation and maintenance of the UFB network and preparing and advising on the wholesale services agreement that will structure the relationship between local fibre companies and service providers.

Collective procurement
Advised the Ministry of Economic Development on the first year of its collective procurement of commoditised products on behalf of all Government agencies.

Syndicated procurement
Advised the Department of Internal Affairs on the syndicated procurement by an initial cluster of seven government agencies of telecommunications services to replace the Government Shared Network.

Content aggregation
Advised the Ministry for Culture and Heritage on its appointment of Eventfinder to aggregate, moderate and publish information relating to New Zealand cultural events on eventfinder.co.nz.

Enterprise transformation
Advised a leading New Zealand corporate on its procurement, implementation, hosting and support of an enterprise resource planning system to replace legacy architecture, and the offshoring of related finance, processing and support functions.

Integrated ticketing
Advised Auckland Transport (then the Auckland Regional Transport Authority) and Environment Canterbury on their procurement of public transport integrated ticketing systems.
